You don't have to. But the best results would come from a drain down and flush before adding the inhibitor.

Thanks for Info Togo I am getting good clear water samples but the nail trick is going rusty,I think due to the fact that I have to drain in 2 awkward places I will turn off lock shield and TRV then try, (syphon) to just drain approx 1 ltr from a radiator,then refill same with the inhibitor through hopefully 5mm ID (modified) same tube, then re bleed ETC, thanks for responce anyway.
