Can anyone explain in simple terms why you can play PS1 games on a PS3 but not PS2 games?

Best ever weapon

(I put this in CB by mistake. Best ever weapon means something totally different in there) In Just Cause 2 theres a weapon thats basically a modified jet engine styled into an 'under the arm' bazooka....
