Best laptop for under �500

What in everyones opinion is the best laptop for under ?500? I will be using it for internet browsing, and general document work, photo editing. Must be over 1.5 ghz, / 512 ram / over 40g hd

can i recover files after a reformat

i think i know the answer to this but as i am in the doghouse here goes. is there any software that will allow me to recover some excel files from before i reformated my pc. cheers
