What's the song with whistling in it, a bloke singing, quite modern

The whistling is quite sad sounding and I can't get the damn thing out of my head. I know it's not a lot to go on but somebody must know! I think it's fairly recent, its definitely not an oldie oldie!...

Which X-Files episode had the scary inbred family that kept the mum under the bed?

They were all deformed and the mother had no arms or legs and was kept under the bed tied to a skateboard or something? It was one of the scariest things I've ever seen and I'm trying to describe it...
