LED power consumption

Does a simple LED light use up more power when it is flashing or when it is on continuously?

Led Adhesive-Backed Strip Lights Not Adhering

Anyone got any theories on this? It must be commonplace as the sellers have refunded me and don't want the product back. Basically, a very nice LED light but the 'adhesive back sticks to any surface'...
