why have a high hedge law and not a high tree law

When trees planted in the wrong place can block out just as much light and view as hedges, why is there a high hedge law but not a high tree law?

Killing off a Lime tree

I have a rather large lime tree (tilia cordata) its so huge its imposing as well as an eyesore and the sticky stuff prevents me from sitting in my own garden! its protected and the council won't let...
