I'm sure the answer is WASTAGE, where 'used to be' is 'was', 't' is time and 'age' is 'grow old'. But how does 'exhausting' become 'wastage'? They are different parts of speech, and not synonyms as... ...

There's an obvious answer for this (HAGUE), but I can't relate it to the second phrase of the clue. Can anyone explain this for me please (or provide an alternative answer)?
