wireless keyboard/mouse problem

Recently installed wireless/keyboard/mouse, however after switching off computer at mains, (switch off wall socket), when I switch computer back on the mouse/keyboard don't work until I re-tune them....

Hi, has anyone an idea where to buy (mail order we live in Spain) one of those ultrasonic devices / high pitched whistle to deter dogs from barking. Pref not on EBay...Please help before we all go...
