i want to buy on ebay, but to create a a paypal account, i must put in card number

i want to buy something on ebay but i must create a paypal account, is it safe? and the paypal ask you to fill in card number what is that? is it pin code?

My grandson has bought a moped

I live in a 3 bedroom house.
