Shrieking pet birds in neighbors garden

This morning i was woken up at the crack of dawn by a weird screaming sound and on further investigation i noticed that the neighbor had a flock of roughly 7 peacocks strutting around her garden making a loud noise which maybe okay in a kenyan safari park but is totally out of character for a detached house in watford. My cat was nearly attacked in her garden by the gang of birds and has now came in an is refusing to leave the couch.
This afternoon she was seen walking down the street with leads around their necks and everyone had top cross over the other side as people were obviously scared at her menagerie of shrieking birds and what's more is that the birds fouled the pavement on several occasions and she didn't clear the mess up even though she walked back on the same side passing her birds mess.
I never even knew peacocks were allowed as pets so is this legal, do these birds carry any diseases that we the public should be worried about and if this noise continues in the mornings or indeed night or if my cat is attacked who should i call?

My cat regularly brings in all manner of deceased rodents, birds and other innocent little furries as do most cats, plus they can cause toxoplasmosis so where is your problem with violence and disease control in relation to YOUR pet?
buy some raisins lace them with tranquilisers, feed them to the peacocks, once they are asleep stuff them in a bag, put them into the boot of your car and drive top a secluded forest and release them into the wild!

Awww Trim leave her alone. I have to be honest, I don't think I'd be too keen on my neighbour housing seven peacocks and walking them round on a lead, and I love all animals ....

Trimserus what has given you this intense hatred and fear of felines? Have you been attacked whilst younger or even recently? Well this wouldn't surprise me as cats can sense good folk as well as wrong uns.

To be honest, I hate cats. They are a blimmin nuisance and I'm forever having to clean up their mess in my garden. I think the owners should come round and clear it up. Why should I?
I also don't see what grounds you have for reporting your neighbour to to the RSPCA or environmental health?
My friend has a cock, and her neighbors reported her to the environmental health. They told them there was nothing they could do.

I'm with the neighbors on this one, I'm afraid...
I can't see how you'd get a lead on a peacock without throttling it. They have tiny heads.

Um my cat only goes toilet in his litter tray twice a day (Number 2) and not in the neighbors garden which he uses only as detour to get to the park on the other side.

hc4361 my sister uses the puzzle section and this site was recommended by her as the other q&a sites sometimes takes days to get an answer and i wanted swift affirmative action asap.
I did actually contribute to the thread, I said you'll be lucky if environmental health do anything about it.
What can they do about the noise a peacock makes? Put a bloody gag on it?!

Maybe if you complain to them about this, your neighbor will complain about your cat *** in their garden... works both ways, surely?
