Dog leaking semen?

I have seen a goey green discharge from male dogs bits. If the dog is neutured will that be prevented?

If it's green, wouldn't that suggest the dog has an infection? Perhaps he needs to visit the vet.
This is not semen, it is due to a condition called balanitis, and is indeed an infection, although some dogs have an almost permanent discharge. I don't believe neutering will prevent it.
