I live in a small cul-de-sac of flats with a small communal garden with pond. Yesterday I hung out a feeder of seed and some fat balls with seeds in for the first time. Will the bird population find them ok seeing as there has never been a feeder there before? I have hung these bits in relatively sheltered areas and close to the trunks of our trees.

If there are birds around they will find them. They have remarkably good eyesight and in this weather the feed will show up easily. Once some start tofind it they will tell their mates too. Hope you are supporting your local market pet stall for the bird food!
You seem to have placed the feeder in the right sort of place near to trees/bushes so that the birds feel secure so, yes you will soon start to see birds feeding. Keep an eye out for cats though won't you?
And in this freezing weather they need some fresh water as well.
