Also, generally speaking, perma-banned users can "get away" with visiting the site and even posting by:

1. Not breaking Site Rules
2. Not drawing attention to themselves

Banned users who are successful at this tend to just look like... well... normal users and go under the radar. I can't ban what I can't see, although of course, if I could see them I would ban them.
