First, it's not good because you are damaging your hair folicles and opening the face to potential bacteria and infection. Secondly, you need to locate the stress issues that are almost certainly the cause of your habit. Check your diet, alcohol levels, diet, sleep, exercise and so on, and adjust accordingly. If there is no change after a few weeks, have a chat with your GP to make sure all is well elsewhere in yur system.
Do you mean facial hair as in "Whiskers" matt? If you're female and over 40 its normal to grow whiskers. I have fine facial hair which I remove with Nair but the course hairs have to plucked out with tweezers. Im 56 and female.I would agree with Andy that it could be a stress issue for a male to "Pull" hairs out.
The name for this habit is trichotillomania.
This link explains more about it and it's cause.
