Why A Beer Belly?

I have a beer belly
My breakfast is a bowl of cereal/semi-skimmed milk. Tea, no sugar and a slice of toast with low cal spread.
Snacks throughout the day is water only.
Lunch is an apple or orange.
Dinner is salad things and maybe a bit of chicken.
No supper but some peanuts at night
I don't drink beer but enjoy whisky or wine which are high in calories but surely they shouldn't be giving me a beer belly. I'm retired but active and weigh 12 st.
With what i eat i should be skin and bones.Any help appreciated

Beer belly is only a common description. You don't need alcohol to gain fat around the middle.

Lunch sounds very light. Salad and maybe chicken for what I assume is your main meal, sounds very light also. You may have forced the body to conserve, although the rest of your post suggests it may not be that. Telling us the total amount of calories you consume each day would help.

Cut down on the peanuts and limit the alcohol you do have. Without knowing quantities it's difficult to judge the actual effect.

12 stone is probably a little overweight (you don't give your height) but well below obesity. And the body changes as one ages, fat tends to go to the middle.

I'm wondering if you simply have an incorrect body image and are carrying the same as everyone else, or possibly even a little less.
Perhaps you need to do exercises to tone up your 'abs'.

Beware of too many sit ups though - not good for the back.
Could you be a little more active?

You could always test what happens if you stay off the wine and whisky for a fortnight.

Also, when you say "some" peanuts, what do you mean? :)
Peanuts are full of fat.
It seems to be a sad fact that as men age it tends to happen, you can diet and the fat will fall away from everywhere, but that is the last place it will leave you. You need to target your middle to give it some tone. Maybe a rowing machine would help they can be pricey but here's a basic one;

Fat around your middle is the easiest fat to get rid of.
Forget diets. Forget "targeted excercise".
20 minutes brisk walk per day will do it in no time.
Beer bellies are different to just carrying weight on your waist.

I disagree that it is any different to any other way of accumulating fat.
Exercise might improve your silhouette, which may be all you want, but isn't going to achieve much about removing the fat. The only way to remove fat from an area your body prefers to store it is liposuction, and I don't think I'd recommend surgery over accepting a bit of middle ages spread.
