what week should baby move?

for the past 2 years I have been writing to a lady in Madagascar. She has one boy of 2and a half and is expecting another child. They are quite poor, but her diet doesn't seem too bad. She eats alot of fruit and vegetables, all fresh and corn and pasta. I send her dried milk and pregnancy vitamins. She never asks me for anything, but I like to help.They can't afford any meat much, except a chicken once in a blue moon. Now she has told me that she is worried she hasn't felt the baby move yet and is 18-19 weeks gone. Her doctor said she is underweight, but she did have really bad morning scikness until about a month ago. Also she has gestational diabetes but the doctor knows about this, I'm not sure if she has any tablets for this or they just monitor it. Should the baby be moving by now? I know she is a bit of a worrier, but she did loose babies cos of the diabetes before her little boy. Any advice grateful
