If you do a bit of googling, it appears not, people say it's an oven and they don't do boiled potatoes in their normal oven so a halogen one is the same. They do them in the microwave.
If they are boiled then why do you want to cook them again? (What a joke hey?)
but the real answer if YES. Put the spuds cut to size in a ceramic/glass bowl but prior to putting the bowl in the oven pour boiling water over them then put in the oven. Experiment with the timing but the point is the water keeps on boiling. Famous chef told me this.
