Cooking kills germs. Poultry is packed full of salmonella - yes, Edwina Curry was right. Food quality is going down - the mincing process exposes much more surface to germs. Its only recently that hamburgers have been cooked well done, used to be Ok to eat them pink in side.

Rare steaks were condidered OK because the cooking kills germs on the surface, the inside isn't exposed till you cut it open.

I presume you're talking about Steak Tartar - raw minced beef. I guess those restuarnats that serve it mince it immediately prior to serving to customer.
I used to work for a German company - on Fridays the canteen was closed so they used to send someone to the local supermarket for bread/cheese etc.. A favourite sandwich used to be raw minced beef! Not sure if was steak mince or another good cut, but it didn't look to enticing to me!
