Can a cafe/restaurant be open for business with no toilets or places to wash your hands?

Establishments serving food are obliged to provide toilet and washing facilities for their staff, but these do not have to be available to customers - that's at the owner's discretion.

Thanks guys!was just unsure how the law stood, couldnt believe that a cafe i was in didnt have any toilets in, my daughter is toilet training and it was a complete nightmare as we were miles from another toilet!

We had a cafe called Mr T's which had no toilets. You had to go over to the market square instead.
