A combination of authorities not doing what they should, but what they want instead, parents who decide acting as a parent is a bind so don't bother to teach and guide their kids, and schools failing to instill proper discipline to boot. Of course none of them can say, "boo", to the little darlings these days. Those who control the rules, and steer the culture, have a lot to answer for.
