It didn't slide down the pole because the pole was a tree branch with knots and rough bark which would have held the bundle in place. On the basis that Dick became mayor of London with no apparent skills, he must have had friends in high places, so the bundle either contained incriminating neagtives, or a bank draft for �5 million for some dodgy palm-greasing! Politics - doncha just love it!
