can i find out who has lived in my house in the past (for free!) I live in Scotland.

yes, go to your local library and they should have bound electoral rolls from the last 50 odd years at least. you can look at the census returns 1901 back to 1841, depends how old you think your house is. the 1911 Scottish census is not out til 2011 unfortunately.
Your local library will also be able to show local trade and town directories that will have been published from themid 1800s by the local newspapers, these are like our Thomson directory and organised by trade and then by surname in seperate sections.
