What I can tell you is that any amendments to the Constitution have to be ratified by a majority of the states (I think three-quarters, but no doubt your text books will tell you).

It's not made clear that you have to type something in the box to generate a report. Even a simple full stop will do, anything as long as the box is not empty.
Actually the constitutional principle of federalism in the formal amendment process means that the people have spoken as a constitution .
