Fitting a replacement WC

I am fitting an Armitage Shanks "Encore" close coupled WC. The cistern only fills to about half full which I estimate to be about 2.5 litres. The line marked inside the cistern near the top is marked 6 litres. Do I have a faulty cut off valve or is this lower amount normal nowadays?

As far as I can see the height can't be changed, do you know how to do it? It is a GEBERIT valve.

Water economy is a big thing these days - adjust the valve to give you a higher level if the items often need a good flush cheers

Unfortunately there were no instructions - the cistern came "fully assembled". I realise that I can ring the manufacturer on Monday but was hoping to possibly get an answer before then so as to get the job done. Thanks for all answers everybody.

Made a mistake it's "Twyfords" oops! But the valve is a "geberit" and has the nos ASSE 1002 and EN14124 on it.

If you put geberit valves into your computer you will find your answer, have just done it but i don't know what type/ number you have.
