Hydrangea

I have a three year old self cling Hydrandea in a lage square pot.

Though it has thrown out new leaves it shows no inclination to cling and hasn't produced a single flower. I was told they were slow growing but I didn't expect it to be this slow.
Can anybody advise me please?

we had a climbing sented hydrandea that never flowered and if i recall correctly it can take up to ten yrs to flower
