When you see a flat that rents for (example) £400 pcm, is that per person?

Yes, and it's the same when you buy a house. If it's advertised for £300,000, that's £300,000 per person.

Lol @Twenty20. No. It is of course the price of renting the property, regardless of the number of occupants. However, most landlords will tell you how many people they will allow.
You would normally have to pay the agency fees per person for things like the credit checks and so forth though.
