When you  are on holiday your house is broken into either by forced entry through a large broken window or the front or back doors. Who does make it secure? I know its a good idea to leave the house keys with a good neighbour. But who contacts the glazer or bording up service and who pays or is it paid on account by the Police until you get back Surly it cant be left open.

I doubt it.  I imagine it is the home owners responsibility to arrange securement of their home even in absentia.  Always wise to leave a nearby relative with keys and details of how to contact you, or a very trusty neighbour.
