I'm traveling to Thailand on May 4th this year and I have seen conflicting reports that the new Thai visa (Thailand Digital Arrival Card, TDAC) may or may not come into force on May 1st. Does this new visa come into effect on May 1st or not, and where's the link to download one from. ?  thanks.

Yes it does and will be available to download on 1st May. You can't download it before then

It's not a visa, it's just an electronic version of the old paper arrival/landing card you completed on the flight which is discontinued. To be completed within 3 days of arrival.  https://tdac.immigration.go.th/arrival-card/#/home
