is it possible for a child in secondary school to move to a school in a NEIGHBOURING borough where he has friends, to avoid racial harrassment - (the school have been unable to prevent or stop it)

its possible - ring up the other school and ask, explain the situation and they may have a space.
you and your son will probably have to have an interview but you can certainly ask.
This is what we did when schools still had catchment areas and we wanted our son to go to a school in another area (as opposed to another borough). We contacted the school, he had to go in for an interview and the school sorted the paperwork.

Also, at the time, many parents were opting to send their children to schools 'over the border' in the county LEA area (as opposed to the city LEA area). They did this in exactly the same way.
