there is a house close to where i live. it has been sitting empty for a very long time. the garden is in wrack or ruin. the hose has been totally trashed. burnt out inside, windows all broke, doors kicked in etc. totally trashed. no one has came near it in a very long time. is there anyway to maybe take ownership, clain it or does it just have to sit there and fester.

The house possibly belongs to someone, who plans to redevelop it, but due to finances cannot. There is one near me and it's been sitting there for years, but does belong to someone, think he couldn't get planning permission to do what he wanted with it.

Otherwise, it could belong to the council and they have just forgotten about it. Go to the Land Registry website and you should be able to see if it's owned by someone.

How long is a very long time, months, years?

It could also be wrapped up in someone's estate (could be years to try and trace relatives and similar or may be none traceable) or a former repossession, company insolvency so now in bona vacantia, so many possibilities.

Someone somewhere owns it and you'd be looking at 12 years before being able to have any chance of a legal claim, that's a long time for someone to come forward or someone else to chance their luck after you've done a load of work.

You don't have a legal right to get them chucked out. You can't see or mortgage it or rent it out.

The Land Registry should give an indication though it could be possible that a change of ownership has not yet been registered.

Some properties do not have a registered title (mine doesn't) and so I don't thinkthe Land Registry are unlikely to be able to help in such a case.
