a program name problem

there was a program that was on T.V. about 20 years or more. it was a cartoon where sharks were against hippos, the sharks had german world war two helmets and all the animals were underwater obviously. they spoke and it was a feature length cartoon. PLEASE help, this has been bugging me for years. I need to know the name of it and if it's availbable to purchase??
