My VW Golf says my tyre pressure should be 2,3 Does that mean between 2 and 3 bar or 2 point 3 bar? Is the comma german for a full stop?

gas mileage problem with a 2001 PT Cruiser

We get 28-32 mpg highway speed with our 2001 PT Cruiser. But in stop and go traffic, we get 9-10 mpg. Can someone please help us? Why?
