pasenger side footwell fills up with water on my ford fiesta 1998
what causes this?

Probably a leaky door seal - That model fiesta is known for it. (If you look the rubber does not always go back as far as it should).

it could be leaking from underside. check for rustiness everywhere

pull back the carpet, get rid of all the water and make sure the area is dry, put the car close to a hose pipe, turn the pipe on and hold it over the side which is letting water in, get somebody inside the car to see where the water is coming from, it can be from the door seal's or under the dash from the bulkhead, you will have to get a touch to look under the dash,
