Many thanks for the 2 answers .
No notice/ letter 1st class or otherwise had been received before the registered letter dated 3 feb 07 , the alleged offence happened in Nov 06 and i have been the keeper since 03 at the same address am i still liable ?

It is the responsibility of the people who sent you the notice to show why the lateness is acceptable. I suggest you write to them and say how long after the alleged offence you received the notice. Tell them that it is required to be sent within 14 days. Don't mention any exceptions - let them come up with that.
