Impatient colleague...
Was getting a lift home from a collegaue last night. We were about to turn into a minor road, but had to wait for this bloke who thought he owned the place and decided to cross the minor road at his leisure, my colleague waited until he had passed, and to anno/scare him he wheelspun off, the bloke retorted by hittig his rear passenger side window (no damage).
He did not touch the person as he had already walked passed the car. I think the bloke knew what he was doing and knew that my collegaue woud try something.
Now, my colleague is a bit worried, and is scared that he bloke to took his plate (hehehehe!). I have assured him that the bloke just hit his window, gave him a dirty look and walked off.
But....if he did take hisplate, is there anything my stupid friend has to wrry about??
P.S I will cycle home next time!

He was mid 30, normal, love myself sort of bloke with all the bling and stuff. Thoght he owned the place. I watched him, he watched the car indicating and turning in so just contd to walk across the rd REALLY slowly, giving the old hard man walk.

As Gouldc states, the Highway Code states that drivers should give priority to pedestrians who're crossing the side street they're about to turn into.
In the (probably unlikely) event that the pedestrian reports your colleague's actions to the police, your colleague could be charged with 'driving without reasonable consideration'. See the Crown Prosecution Service website, here:
http://www.cps.gov.uk/legal/section9/chapter_b .html#37
The offence can result in between 3 to 9 penalty points, plus a fine.

As you say, it would be one person's word against the other's. However, I have seen court cases reported where drivers have been successfully prosecuted for deliberately driving through a puddle to splash a pedestrian. (It would seem likely that those cases might not have had any independent witnesses, so the courts do seem to be ready to accept the word of an aggrieved pedestrian).
