I recall when some moved on to a site near where I worked the council were forced to arrange the provision of a water supply and either telephone or electricity cables. And one attempt to move some illegal occupiers of a site had to be postponed because there was a new born baby.
Rightly or wrongly, I think the police and authorities feel they need to strike a balance between upholding normal laws/standards and avoiding major confrontations.

My own view is that every now again it would be worth having a big purge in an area- e.g. towing away all untaxed cars, issuing charges for tipping rubbish, and using all the laws at their disposal.
All that happens at the moment is the travellers move in, leave a great mess then move on either voluntarily or under pressure, and the problem is just transferred somewhere else

I didn't say the travellers did follow standards, TTT. I was talking about the police/authorities turning a blind eyes by not upholding normal standards whereas if you or I drove an untaxed car or left huge piles of rubbish the law would come down on us heavily
