sqad is right, i know some women who do exactly that, spend endless cash on booze, cigs, and ignore their children. And if children are in this predicament, then it's up to the school to inform social services, if they believe there is neglect going on.

Yes there is a call for it. Not all people living in poverty are smokers/drinkers/taking drugs. It's complete nonsense to say that. Many people living in poverty are actually working.
