Since the election there are 10,000 fewer police Officers in England and Wales.

It was surprising therefore that last year recorded crime fell by 6%. conentional wisdom is that crime rises during a recession, but it hasn't this time.

There are few crimes, but unfortunately, there are also few crimes being solved, detection rates falling nationally last year by 1%.

A lot go unreported due to fear of reprisals or the criminal will most likely just get a 'slap on the wrist' and so not worth the effort of reporting.

So I go for a bad record.
Factor in the reclassification of what actually constitutes a "crime" and you probably have your answer.
