If someone wants to print this and someone wants to read it then it's fine. Personally I dislike cartoons of this nature when it involves the dead, but there you go, some do like it so no it should not be banned.
Just remember how outraged many were at the protests of cartoons of Allah. Do we want to be like them and ban everything? No is my answer.
