Officially an American citizen because he was born there, he is obviously British. No lawyer would say he was 'domiciled' in the US, because he has never shown a settled intention to be there and remain there as his principal place of residence for the rest of his life. That should be the test for any foreign player, that they show such a settled intention, and not merely be here for the requirements of their employer or career..
