I'm not too sure what the publishers are trying to say. Apparently the waste is stuff that should have gone elsewhere and the rules which Indonesia has regarding rubbish disposal are being completely ignored.
Greenpeace (surprise, surprise) has tried to lay the blame at the door of some of the "High Street" names such as Gap, H&M and Adidas. Apparently some of the waste is being dumped by a mob called PT Gistex which has had "a business relationship" with those firms. Quite how it can be the fault of Gap that somebody who they had a business relationship with dumps waste into a river abroad escapes me for the moment.
Essentially the Indonesians need to sort this out. It's clearly been going on for a considerable time.
