Changing immigration law so that jobs must be offered to a given nationality of a country for a period of x months. Failing no candidacy for the positions, then it can be offered to other nations - within the European community. Certain specialist jobs, scientific, trading, medicine, etc etc could be defined and exempted from this.
On acceptance, an immigrant may enter but generally without family, his/her basic medical rights covered etc, until he/she has done a qualification time, say 5 or 7 years, and then immediate family (spouse/kids) can enter, not grandparents, Auntie Flo or Uncle Tzzwyyyxwycz, basic proficiency in English expected within one year, the UK cultural sections of embassies to help in this.
Any crime (guilty, naturally) and immediate expulsion after sentence, no reapplication for a minimum of seven years.
