Because it became a constitutional issue because of the way the church integrates into our legislature. When you might be removing your head of state (whose power you are wielding as a MP) by disestablishing a church there probably a good reason for a long chinwag about it.

Seems like a good idea to me.
There is a mindset of a certain type of driver who views paying the current speeding fine as an acceptable 'trade-off' for flouting speed-limits should they be caught.

As an example, the current guidance (for which there are no proposals to change) suggest a fine for speeding of one week's net income (reduced by a third for a guilty plea). Interestingly there is no different guidance for speeding on a motorway (current maximum £2,500) to speeding elsewhere (current maximum £1,000). So to be fined the maximum a motorist must have pleaded not guilty and be earning £10,000 per week.
