/// Rather academic aog, as they are not going to win the Election in a few weeks. As a minor Party, UKIP can promise the earth, safe in the knowledge that they will never have to do anything, ever. ///
I would not say "ever", but they are a political party who will be putting forward candidates up for election at the next General Election, so it is their duty to put forward their manifesto.
You along with others are always going on about them being a one policy party, and have urged then on for several months to announce the contents of their manifesto, so it looks as usual they are damned if they don't and damned if they do.
You put "they can promise the earth, safe in the knowledge that they will never have to do anything", don't all the other parties make promises before an election, that never come to fruition once they get in power, so why is UKIP any different?
