well spotted - no they admit early on that most of the statements cannot be proven or else there would have been a case....

Just read the pdf. It wasn't very convincing. It was full of 'thought to have been' and 'the US believes' without anything to back up those claims. He is said to have been incriminated by other detainees. Unfortunately info obtained from torture tends to be unreliable. People will admit to anything to stop the torture. One multiple confessor who implicated Aamer, has been deemed unreliable by the US themselves.
30% of those released from Guantanamo Bay have gone on to be involved in terrorism. (20% deffo, 10% suspected)
Just goes to show that getting released doesn't mean you're innocent.

Because they have never had a trial or been convicted, it is impossible to state they were innocent or guilty. I don't think anyone is claiming everyone is innocent. Of prisoners released from UK prisons, 40% reoffend. The Guantanamo rate 17.5% (the true figure) is less than half that.
