Nothing Short Of Sexual Assualt
Imagine if a man had done this on the tube, a bus or in a nightclub, he would be before a judge before you could blink.
The police were so scared of upsetting people they didn't dare arrest him for fear of starting a riot.

That's just how I imagined a London bobby would act, grabbing as many random women as he can and rubbing himself against them in a good natured semi-erect kinda way. Makes ya proud.

No-one is suggesting that she enjoyed it, but clearly she did did not feel threatened or intimidated either - and I don't think she would have let putting a 'smiley face on for the Carnival' get in the way of shoving him away with a stern warning, had she felt it necessary - which clearly she did not.

Not, I am sure you will agree, the first action of a woman who believes she is in the middle of being sexually assaulted!

I would suggest that had it gone on any longer, or he had stopped smiling, or he had touched the officer inappropriately, you would have seen a very different outcome.
