Ultimately Harry is now 5th in line (and 6th if HRH Duchess of Cambridge is delivered of a healthy child). I dont think Harry gives much of a stuff about protocol. He'll do what he sees fit. If he loves her and wants her let him get on with it. I'm guessing she wont have said anything without his blessing.....

She's been seeing him for some time now(young Chill hates it when I use the word 'courting') and thus I'd guess she's been thoroughly drilled(no pun/double entendre intended) in the way of handling and dealing with the press when involved with a Royal so again would speculate that she had a chat with Harry and cleared it before releasing such a statement.
