The neighbour said when he left for work early in the morning this foster 'child' was still up in his room with his friends. Given his predilection for vodka and smoking "weed" and that the property looks like it is only the size of an average council house (similar to the one in which I grew up) One does have to ask how much fostering was happening.
It appears Fostering can be a highly lucrative profession bringing in an average of £450 per week.
