Chechnya is simply a part of the Russian federation, it isn't "Russia".
Russia is an Orthodox Christian Country and Chechnya is a Muslim (mostly Sunni) country, that is why homosexuals get beaten up there, as in some Muslim countries they are thrown from rooftops.
In Moscow there are many openly 'gay' bars - one in fact is close to the Kremlin.
