There is also a political element. Making an exception for NI means that Scotland will want one too, as Sturgeon has already said. Which, obviously, is an extremely difficult thing for the govt to commit to. So it also serves as a way of manoeuvering the UK between a rock and a hard place and rendering them incapable of choosing either way.
Again, Brexit has put us in a politically dominated position. None of this should be surprising.

I suspect two things.
1) He is trying to prove a point and he knows May is too weak to stick two fingers up and walk away (with our wallet)
2) He does not want any cosyness between Ireland and the UK. Although we taunt each other there is a bond between the Irish and the UK. The EU will be afraid that could end up with Ireland forming a trading bond with the UK and leaving the EU once the EU money runs out, which it will.
